Referee Autumn Update

We are pleased to announce below all of the new and exciting things that will be happening in Cornwall throughout this Autumn Season including Courses, Development Days's and new Opportunities for Referees.


Welcome to the 2013-14 season, next season we celebrate our 125th Anniversary which will include a special refereeing event to celebrate the occasion. Including our trainee & associate referees we currently have 232 registered referees.


The RA-FA Development Day will be held at the CCFA Offices, Bodmin on Sunday 17th November with a 9.00 for 9.30 start, tea & coffee will be provided on arrival. The theme for the day is “Managing the Event” featuring 5 Mini-Presentations and ending with lunch at 1pm. Please book your place through the RDO & close your date with the Appointments Officer.


A session for new & existing Mentors is being held at the CCFA Offices, Bodmin on Sunday 10th November with a 9.00 for 9.30 start. Please reserve your place through the RDO, the event will conclude by 1pm.


Level 7 to 6 & 6 to 5 Seminars were completed at Bodmin last month. Level 5 to 4 Candidates are reminded they are required to attend the FA Regional In-Service Event for prospective L4’s at Devon FA Headquarters, Coach Road, Newton Abbott on Monday 28th October.


4 Members joined the Academy on the 1st September, with 4 others leaving for various reasons. Ben Judd refereed at the Premier League U15 International Tournament in August. Ciaran Barlow & Ryan Cornelius have been nominated to attend the 2 Year FA Referees Development Programme in 2014 & 2015.


Paul Minns attended the L2 National Tutor Course in July; he is now working towards his L2 Accreditation.

Martin Ault, County Training Officer, has been nominated for L3 Tutor. He will start working towards the qualification in November.

Ray Brown, RDO, was selected as 1 of the FA Lead Tutors for the Mini-Soccer Tutor Programme. Shaun Edge, Paul Minns & John Reid have all been accredited to deliver the programme after attending the Familiarisation Course at Gloucestershire FA last month.

Steve Lawrence has successfully completed his qualification as a Contributory League Assessor.


(In partnership with the East Cornwall Premier & South West Peninsula Leagues)

A successful series of courses at Bodmin, Launceston, Saltash, St Blazey & Wadebridge resulted in 61 qualified Certificated Assistant Referees. Good Feedback on the improvement in their performances has been noted.

A register is being maintained to enable in-service events to be held & to find an assistant a new club should they change location.


(In partnership with the East Cornwall & Kernow Youth Leagues)

A scheme has been set up to up skill voluntary match officials within youth clubs. With the support of the FA & the Whole Sport Plan the Basic Referees Course for the scheme has been set at £45 (the Kernow League have further subsidised their applicants down to £22.50). Clubs booking personnel on to the Basic Course also receive a free place on either the Mini Soccer Course or the Certificated Assistant Referees Course. 11 places have been booked in less than a week.

Funded Basic Course to support Saturday Junior Football. The course is free subject to committing to refereeing on a Saturday within Adult Junior Fee. A charge for the course of £40 is made; this is to provide (at a substantial discount) the candidate with a match kit, badge, whistle & notebook with cards. The 6 dates for the Module 4 are programmed into the course.


CCFA celebrate the 125th Anniversary on the 18th September 2014. There will be further news on a special refereeing event to mark the anniversary.

Cornwall County FA have secured funding for a Basic Referees Course to support Grassroots Saturday Football. The Course is targeted at candidates who wish to referee in the Duchy and/or Trelawny League (s) regularly on Saturday afternoons.

The Course Cost, normally £95, is being funded subject to the Terms & Conditions of the Course. A charge of £40 is being levied to secure a place on the course; the £40 will provide the candidate with a Referees Kit, Badge, Notebook & Whistle (all provided at a substantially discounted rate)

The Course dates are (held at the CCFA Offices, Bodmin):

Friday 22nd November.  6.30pm  to 9.30pm  Safeguarding Children Workshop

Saturday 23rd & Sunday 24th November.  9.00am to 4.30pm each day

Match Days (Module 4 – 6 Games): 30th November, 7th, 14th, 21st,28th December & 4th January (It is important if you are unable to referee on any of the match dates that you agree a suitable alternative with the Referee Development Officer prior to booking a place on the course.)

As this course is sponsored the £40 charge (for match kit & accessories) is NOT refundable.

The Cornwall County Football Association in partnership with the East Cornwall Youth League & Kernow Youth League is launching a Volunteer Match Official Development Programme.

This programme is supported by the Football Association and the Whole Sport Plan


To up skill the volunteer match official workforce, targeting:

  1. Referees officiating at 11-a-Side, from Under 12 to Under 15 Age Brackets (Noted. County FA currently appoint Referees to the U16 & U18 Age Groups)
  2. Mini Soccer Facilitators in the U8 to U11 Age Groups
  3. Club Assistant Referees in all 11-a-Side Age Groups

NOTE. New 9 v 9 Format will be covered within 1 above.


Most Volunteer Referees have a direct relationship to a player within the team, for example Dad, Mum, Brother, Sister, etc.

Registered Referees have liability Insurance and members of the Referees Association have the support & services of their National Body. This support is not available to “club” volunteers

It is not the intention to take the volunteers out of youth football merely to up skill them with a qualification and to provide them with a network of support from the Governing Bodies.


In partnership with the CCFA we will run discounted basic 11-a-Side referee courses, clubs may wish to sponsor their volunteer workforce or at least assist to further subsidise the course costs.

Mini- Soccer Facilitator Courses & Certificated Assistant Referee Courses will also be arranged in partnership with the CCFA.  The CCFA & League will give a FREE place on the Mini-Soccer OR Certificated Assistant Referees Course for every place a club books on the 11-a-Side Course.

 Further In Service specialised Refereeing Programmes will also be made available.

Kernow Youth League / Cornwall County FA Course

Following the Referee Development Officer, Ray Brown, addressing the Member Clubs the course was opened for bookings on Monday 7th October. The Subsidised course fee from the CCFA is £45, the Kernow League have provided an additional subsidy of £22.50 (Course Cost now £22.50)

East Cornwall Youth League / Cornwall County FA Course

Referee Development Officer, Ray Brown, will address Member Clubs on Monday 21st October. The Subsidised course fee from the CCFA is £45. Further details will be available after the 21st October.
