All open aged 11 a-side football has changed from the traditional time based disciplinary system to match based. (This will not affect either youth or small sided competitions)
This will mean all players will receive a suspension based on a number of matches rather than a period of time, bringing all levels of football from the top flight to lower leagues in line.
The FA hosted an online national event on Monday 6th June where some 4,000 clubs, leagues, players and match officials registered to view the live video event from Wembley. Cornwall FA also held an event at the County Office on that evening attended by 20 people including Cornwall FA staff, club and league officials, and referees. After the link up with Wembley, a question and answer session was led by Dawn Aberdeen, Acting County Secretary.
She said, "We are waiting for the figures from The FA on the number of other people in Cornwall who registered direct with them. It's a shame more people didn't sign up here as it was a very good evening.
"We are still getting the information on the new discplinasry system out in other ways during the next few weeks. Every effort will then be made to visit league meetings and at 3 venues around the county to ensure that everyone is familiar with the changes and requirements for the new season."

The FA Disciplinary Manager, Mark Ives, who will oversee the roll-out, commented: “This is a fantastic move forward for football at local level, made possible by the hard work and commitment of those County Football Associations and the seven Leagues associated with the trials.
“In short, this will mean that any player sent from the field of play in adult football will receive sporting sanctions the same as those received at the top flight, based on numbers of matches rather than a fixed period of time. The effect on this is a fairer and consistent sanction for all.”
2010-2011 Season Disciplinary Changes
The FA has introduced changes to the discipline process that clubs secretaries, players and other participants involved with football need to be aware of.
Administration Charge
The administration fee for caution, sending-off and misconduct charges has increased to £10.00.
Alternate and Multiple Charges
Cornwall FA, in line with new FA instruction, will be implementing a system of alternative charges for 2010-11. This means that a player or participant may receive a lesser charge of the offence that has been committed. Additionally, where players or participants have been reported for committing more than one misconduct offence, these will all be listed on the charge pro-forma.
Response to Standard Charges
When responding to a standard charge, a player will now have a choice of five responses. These will appear as follows on the charge:-
(a) I am pleading GUILTY to the charge and I acknowledge the sanction offered . Payment of £ plus an administration fee of £10.00 is enclosed making a total of £ is enclosed.
(b) I am pleading GUILTY to the charge and I wish to attend a Disciplinary Hearing to enter a verbal plea for leniency. I acknowledge that the original offer of punishment will not apply. The personal hearing fee of £25.00 in addition to the administration fee of £10.00 is enclosed. I am aware that I am accepting all charges and that I will not be able to question the basis of the charge and report and the match officials will not be in attendance.
(c) I am pleading GUILTY to the charge and I wish to submit a written plea for leniency. I acknowledge that the original offer of punishment will not apply. I request any correspondence I have submitted to be considered and I will await the decision of the Disciplinary Commission. Payment of the administration fee of £10.00 is enclosed along with the documentation I wish to be considered.
(d) I am pleading NOT GUILTY to the charge and I wish the case to be dealt with in my absence. I acknowledge that the original offer of punishment will not apply. I request any correspondence I have submitted to be considered and I will await the decision of the Disciplinary Commission. Payment of the administration fee of £10.00 is enclosed along with the documentation I wish to be considered.
(e) I am pleading NOT GUILTY to the charge and I wish to attend a Disciplinary Hearing. I acknowledge that the original offer of punishment will not apply. The personal hearing fee of £25.00 in addition to the administration fee of £10.00 are enclosed, together with written reasons as to why I am requesting a personal hearing and the number of witnesses I intend to represent me, along with any other documentation to be considered. I am aware that should the charge be found proven, I am to liable for hearing costs.
Response to Misconduct Charges
When responding to a misconduct charge, the participant(s) will have four options to choose from. These are:-
(a) I am pleading GUILTY to some or all of the charges and I wish all of the cases to be dealt with in my absence. I request any correspondence I have submitted to be considered and I will await the decision of the Disciplinary Commission as to punishment. (b) I am pleading GUILTY to all of the charges and I wish to attend a Disciplinary Hearing to enter a verbal plea for leniency. The personal hearing fee of £25.00 in addition to the administration fee of £10.00 is enclosed. I am aware that I am accepting all charges and that I will not be able to question the basis of the charge and report and the match officials will not be in attendance.
(c) I am pleading NOT GUILTY to some of all of the charges, as indicated above and I wish the case to be dealt with in my absence. I request any correspondence I have submitted to be considered and I will await the decision of the Disciplinary Commission. Payment of the administration fee of £10.00 is enclosed along with the documentation I wish to be considered.
(d) I am pleading NOT GUILTY to some of all of the charges, as indicated above and I wish to attend a Disciplinary Hearing. I acknowledge that the original offer of punishment does not apply. The personal hearing fee of £25.00 in addition to the administration fee of £10.00 are enclosed, together with written reasons as to why I am requesting a personal hearing and the number of witnesses I intend to represent me, along with any other documentation to be considered. The above changes became effective on 20 August 2010. The charge letter and response pro-forma that is issued to club secretaries and the player or participant(s) will now be published reflecting the alternate and multiple misconduct charges (if applicable) as well as the additional response options.
